Ellicott City resident James Alan Soltysiak has been arrested after a minor disclosed the alleged abuse, which began in May, last month to an adult, who contacted the police, leading to the probe and his arrest last week.

Investigators from the Howard County Police Department made note that Soltysiak has been a Boy Scout Leader at Our Lady of Perpetual Help in Ellicott City for years; however, the abuse was unrelated to his role there.

"Police are releasing this information due to his proximity to minors, and while there is currently no indication there are additional victims, encourage anyone who has information otherwise to come forward."

Soltysiak was charged with:

  • Second-degree rape;
  • Sexual abuse of a minor;
  • Second-degree assault.

He was held without bond at the Howard County Detention Center without bond.
